Description

Chief Engineer will comply with all federal, state, local laws and regulations as well as the Employer's safety policies and directives. The engineers shall, if and when called upon, perform any or all of the following skilled and technical duties but not necessarily limited to performing work under a work order or computerized maintenance management system (CMMS), operating or assisting in operating all heating and ventilation and air conditioning equipment, engines, turbines, motors, combustion engines, pumps, air compressors, ice and refrigerating machines, air conditioning units, filters, dryers, fans, siphons, also automatic and power-oiling pumps and engines, as well as other such normal or evolved building systems as installed within the building (s), more specifically described as follows:

  • Operation, maintenance and repair of all boilers, heaters pumps, valves, appurtenances and lines used in the distribution of steam and heated or processed water.
  • Operation, maintenance and repair of refrigerant compressors, condensers, evaporators, traps, transfer pumps, expansion valves, stop valves and float valves, together with all refrigerant lines and devices used to control temperature, and air conditioning systems in their entirety.
  • Operation, maintenance and repair of pumps handling brines or other secondary refrigerating liquids together with all valves, appurtenances and lines used in the system.
  • Operation, maintenance and repair of air compressors, together with distribution lines and all valves and devices for air control.
  • Operation, maintenance and repair of all natural and manufactured gas distribution lines, including all valves and devices for air control.
  • Operation, maintenance and repair of water filters, softeners, piping and pumps used in conjunction with water distribution, including all sinks and toilet bowls, including all supply lines, drains, water lines, control devices and sprinkler systems.
  • Operation, maintenance and repair of all types of electrical motors and engines used to power pumps, compressors and fans.
  • Oversee the maintenance of elevators, man lifts, escalators and hoist ways, where this type of equipment is serviced and maintained by specialized contractors.
  • All electrical work and repair.
  • Tools considered as necessary to the fulfillment of the duties of the engineer shall include all those which may be required in the performance of his duties, including such types of special equipment necessary to operate, maintain and repair the equipment listed.
  • Operation, maintenance and repair of all fuel oil systems including pumps, valves, lines and controls.
  • Operation, maintenance and repair of building automation systems for HVAC, including consoles, data gathering panels, remote sensors and indicating devices.
  • Operation, maintenance and repair of all mail conveyor systems excluding tenant owned systems.
  • Operation, maintenance and repair of sanitary sewer systems, sump pumps including basins, water closets, urinals and piping.
  • Maintenance and repair of trash compactors, including electrical and hydraulic systems.
  • Maintenance and repair of all kitchen equipment excluding tenant owned equipment.
  • Operation, maintenance and repair of all life Safety related equipment.

The Chief Engineer shall have charge of the above operation and shall perform such supervisory or other duties as may be consistent with his functions as Chief Engineer and which are assigned to him by the building management. The Chief Engineer, in addition to performing bargaining unit work, shall be responsible for the safe, economical operation of the plant and for all persons employed under the direction of the Chief Engineer. The Chief shall also be responsible for the implementation of the orientation and training programs of engineers under his/her direction. Engineers under the direction of the Chief shall receive their orders from the Chief, who shall be responsible to the Employer for carrying out the orders of management in the operation of the building.

Chief Engineer shall be required to do the following duties:

  • Employ a staff, which shall operate, monitor, and maintain in good working order and condition, the heating, ventilation, air conditioning, plumbing and electrical systems, and all other equipment related to the mechanical and electrical plant of the Project. Engineers shall also be required to carry a radio, pager, or cell phone as a standard operating procedure.
  • Engage contractors when required and purchase replacement parts and equipment all at Manager’s expense, but only after obtaining Manger’s written approval of such hiring or purchasing.
  • Prepare, maintain, and regularly review logs for service, repair, operation and complaints related to the equipment. Make recommendations to Managers on the proper care, procedure, and methods of operating the equipment in a safe and efficient manner.
  • Develop and maintain in operation, a program for preventive maintenance of the mechanical/electrical equipment and critical site systems in the Project. Maintain equipment according to the recommendations of the equipment manufacturer and is responsible to communicate with the systems/equipment manufacturers to obtain necessary data and literature for development of written preventative maintenance procedures, operating instructions, schedules, etc. He/She will revise these procedures as required to improve upon and perfect them as needed or necessary.
  • For any equipment or systems under warranty by the manufacturer or installer, contact the responsible agent for repair, replacement or service. The Engineer shall coordinate the repair replacement or service with the Manger.
  • Establish and maintain a maintenance library consisting of manufacturer manuals, maintenance manuals, operating logs, as-built drawings, and similar compilations of information pertaining to the equipment and Project systems.
  • Establish a program of inventory control replacement parts, supplies, removable tools and equipment, and provide Managers with periodic reports on usage, current inventory and predicted requirements as needed.
  • Establish a training program with the goals and objectives of the Manager. Provide in advance to Managers the training schedule indicating the time, date, and subject matter to be covered by such training program.
  • Comply with The Federal Occupational Safety and Health Act and all other applicable government rules and regulations. Safety Data Sheet (“SDS”) shall be kept and maintained in the Property Management office or other such place as directed by the Manager. In addition, the Engineer shall comply with safety practices and procedures as may reasonably be required by the Owner or Manager.
  • During the performance of his/her work leave the areas clean of debris upon completion of the assigned task or job.
  • Shall adhere to the policies, rules and regulations as imposed on Manager by Owner or Tenant.
  • Complete all other tasks or duties as needed or necessary and as determined by Manager.
